Electrical Equipment for Construction: Compliance and Standards

Requirements for temporary electrical supply at construction sites: distribution boards, protective devices, and earthing in accordance with HD 60364 and relevant building regulations.

Contents

The minimum required setup according to standards includes: an IP54-rated main distribution board (MDB) equipped with a main switch and RCD; IP44-rated distribution boards with MCBs for each circuit and 30 mA RCDs for all socket groups; N2XH or NYM-J cables for fixed wiring and H07RN-F flexible cables for temporary connections; a grounding kit configured for a TN-S or TN-C-S system; and IP44-rated CEE sockets.

For portable equipment: use Class II or Class III electrical tools; 10 mA RCDs are required in high-risk conditions (damp environments, excavations); portable lighting must not exceed 50 V, or no more than 12 V in particularly hazardous conditions. Compliance is governed by the HD 60364 series and relevant health and safety regulations.

Regulatory Framework

Temporary power supply for construction sites is regulated by:

  • The HD 60364 series (covering electrical installations and lighting requirements)
  • Occupational health and safety regulations for construction
  • HD 60364-4-41 (requirements for protection against electric shock)
  • Standard construction management and site organisation practices

Power Supply Input

Temporary connections are arranged through the energy supply utility. At the point of entry, a main distribution board (MDB) is installed, featuring:

  • A main switch or circuit breaker
  • An electricity meter
  • An RCD at the inlet

Distribution Boards

Two types of boards are used on a construction site:

MDB (Main Distribution Board) – the primary board for the site. The ingress protection must be at least IP44.

Distribution Boards (DB) – intermediate boards used to connect groups of consumers. These are installed within the work areas.

All boards must be equipped with:

  • MCBs for every outgoing circuit
  • 30 mA RCDs for all socket groups (in accordance with HD 60364-4-41)
  • IP44-rated CEE sockets
  • A voltage indicator (typically included as standard factory equipment)

Mandatory Protective Devices

  • MCBs – one for each line, using Type C or Type D tripping characteristics
  • 30 mA RCD – mandatory for all socket groups and portable tools
  • 10 mA RCD – required for high-risk conditions (damp areas, working in excavations)
  • Main circuit breaker – for general protection and the ability to fully isolate the installation

Earthing and Bonding

A TN-S or TN-C-S earthing system is mandatory on construction sites. In accordance with HD 60364-4-41, the use of a TN-C system is not permitted below the point of entry; the combined PEN conductor may only be split into PE and N at the inlet. Beyond that point, the neutral and protective conductors must run separately. Requirements include:

  • PEN re-connection at the inlet – maximum 30 $\Omega$ (in accordance with HD 60364-4-41); 4 $\Omega$ applies to the source neutral earthing system.
  • All metallic equipment enclosures are earthed.
  • Scaffolding and fencing are connected to the earthing circuit.
  • Equipotential bonding conductors – minimum 6 mm² for copper or 16 mm² for aluminium; the PE conductor cross-section is selected according to HD 60364-5-52.

Cable lines

  • For fixed installations: NYM-J (or N2XY) cable in protective conduits or cable trays.
  • For temporary connections: H07RN-F (flexible) rubber-insulated cable.
  • Outdoor temporary wiring on supports: minimum 2.5 m above workstations, 3.5 m above walkways, and 6 m above vehicle access routes.
  • Across vehicle access routes: in conduits buried at a depth of 0.8 m, or on supports at a height of at least 6 m.

Portable electrical equipment

  • Class II (double insulated) or Class III (safety extra-low voltage up to 50 V; traditionally 36/42 V) power tools for damp environments.
  • Extension leads – H07RN-F 3×1.5 mm² or 3×2.5 mm² cable. The maximum length is determined by voltage drop calculations: at a current of 16 A over 60 m of 1.5 mm² cable, there is a voltage drop of approximately 10%, therefore long runs should use a 2.5 mm² cross-section.
  • Portable luminaires – voltage not exceeding 50 V, and in particularly hazardous conditions (confined spaces, moisture, contact with metallic surfaces) – not exceeding 12 V.

Construction site lighting

Lighting standards for construction sites are governed by safety requirements for work environments. Lighting is categorised into working (in production areas), emergency, escape, and security lighting; the required illuminance depends on the type and class of work being performed. General site lighting is typically provided by floodlights on masts and poles, while local lighting is provided by luminaires in the work area; the power supply for portable luminaires must comply with the voltage limitations mentioned above.

Minimum kit for a construction site

  1. IP54 main distribution board including a switch-disconnector and RCD.
  2. 1–2 IP44 distribution boards with MCBs and 30 mA RCDs.
  3. NYM-J or H07RN-F cable for wiring.
  4. Earthing kit (rods, strip, clamps).
  5. IP44 CEE sockets for equipment connection.

Standards and regulations

The requirements discussed in this article follow from these standards used in the European Union:

  • HD 60364-7-704 (IEC 60364-7-704) — Low-voltage electrical installations — Part 7-704: construction and demolition site installations
  • EN 12464-2 — Light and lighting — lighting of work places — Part 2: outdoor work places
